As per Oracle’s cloud strategy, the new Tools release is only available on OCI for at least the first 3 (or so) releases. If you have access to a PeopleSoft development or demo environment on OCI, I would recommend upgrading at least one, non-production essential environment to explore the new features and capabilities.
